You must have an active 6-digit Account Number with Pardon Applications of Canada to proceed with fingerprints using the accredited consent forms & facilities below.  If you do not yet have a 6-digit Account Number, call 866-383-9744 to activate your file first.

NEW APPLICANTS
These instructions are specific to applicants who do not have access to digital LIVESCAN fingerprints in Canada. As Ink&Roll fingerprints are no longer accepted in the Pardon and/or U.S. Waiver application process, you must first complete Ink & Roll fingerprints and then have these Ink & Roll fingerprints converted into the required digital format. Pardon Applications of Canada will complete the Ink & Roll to Digital conversion on your behalf.

Complete the following FIVE (5) STEPS, in order:

STEP 1: Download & Print Pardon Ink/Roll Fingerprint Consent Form

(If you are ALSO applying for a U.S. Waiver, Download & Print U.S. Waiver Ink/Roll Fingerprint Consent Form as well. You will need BOTH consent forms).

Fill out the date, your full name, physical description details, sign & bring your completed Fingerprint Consent form(s) to your detachment or Ink & Roll facility. You MUST roll your right or left thumbprint onto the consent form(s). This completed form is required in order to have your ink & roll fingerprints properly converted into digital format.

STEP 2: COMPLETE YOUR INK & ROLL FINGERPRINTS
Attend your local detachment or facility to complete Ink & Roll fingerprints.

What to Bring

  1. Your Fingerprint Consent Form (or both forms, if applying for both a Pardon and Waiver).
  2. Two (2) pieces of valid (not expired) government issued identification (at least 1 must be a photo-ID);
  3. Your payment charged by the facility or detachment, if applicable. (Note that this is separate from your conversion fee, as per Step 3)

STEP 3: COMPLETE YOUR INK&ROLL TO DIGITAL CONVERSION FEE
The ink&roll to digital conversion fee is $125 for 1 set, or $195 for 2 sets.

Make a Secure Payment on the Pardon Applications of Canada website, or Contact Client Care to complete your payment.

STEP 4: COPY TWO PIECES OF IDENTIFICATION
On separate pieces of paper, copy two (2) pieces of valid (not expired) government issued identification, front & back.  At least one (1) of your identification must include your photo.  Examples include your driver’s license, passport, and provincial health card. On each piece of paper, print & sign your full legal name.

STEP 5: MAIL YOUR FINGERPRINTS PACKAGE TO PAC
Mail a package to Pardon Applications of Canada including ALL items below:

  1. your ink & roll fingerprints (the exact fingerprints you left the detachment/facility with);
  2. your fingerprint consent form(s), fully signed & filled out;
  3. your copies of identification.

Once your fingerprints package has been received and processed, your fingerprints will be submitted for ink & roll to digital conversion. Expect a detailed email update within 2-4 weeks.
